COMMUNIQUE OF THE 11TH ANNUAL INTERNATIONAL SCIENTIFIC CONFERENCE OF THE INTERNATIONAL ASSOCIATION OF PSYCHIATRIC NURSES OF NIGERIA (IAPNN) APRIL 26 – 28, 2017 AT THE CONFERENCE CENTRE, SANDMAN SIGNATURE VANCOUVER HOTEL AND RESORT, RICHMOND, CANADA

THEME – ADDRESSING MINORITY MENTAL HEALTH ISSUES IN OUR CONTEMPORARY WORLD: A GLOBAL PERSPECTIVE


The conference drew participants and presenters/speakers from the host country of Canada, and other countries such as Australia, Guyana, Nigeria, Rwanda, Sierra Leone, South Africa, United Kingdom and USA.

In attendance were academia, researchers, healthcare administrators, immigration experts, community organisers and clinicians in mental health nursing, psychiatry, social work, and psychology.

Presentations, deliberations, recommendations and action plans focused on global issues impacting mental health, and mental health care of minority and immigrant populations, refugees and refugee claimants, economically/politically persecuted, war displaced, and internally displaced persons (IDP). Interventions, both evidence-based and experimental were compared across regions and continents.
We acknowledge the continuous effort of the host country’s health authorities for implementing culturally sensitive interventions for minority groups within Canada.

After 2 days of seminar and intellectual presentations and discussions, following resolutions and
intervention strategies were put forth:

- That social and mental health issues in the identified populations in Canada and the rest of the
world are real, and these may include social isolation, loss of cultural identity, PTSD, and mood disorders.
- That countries particularly African countries should make deliberate efforts to promote mental
health and treat mentally exposed individuals through well-planned culturally sensitive, multi-agencies approaches
- That countries in Africa should as matter of priority develop Mental Health Act to guide services implementation.
- That IAPNN should interact and interface with the Federal Ministry of Health in Nigeria to clarify if Mental Health Act 2013 is in existence, if so, what is delaying its implementation. IAPNN should publish the document in its media networks (website, Facebook, etc.) as a matter of professional and community responsibility.
- That IAPNN should raise the awareness of mental health issues facing IDP in northeast Nigeria; contribute whenever possible, professional mental health services to that population.
- The association should re-double effort as a vanguard and advocate for mental health promotion and prevention of mental ill health.
