@Olubunmi, NCLEX-RN exam can only be written after you have been invited to write it by nursing registration board of the state you choose to register with. First is to decide which state you want to seek registration with then look up the requirements for overseas trained nurse from the board of nursing of that state website. If you meet the requirements you can then start your application. Usually the general requirements across states are:

1. Proof of English proficiency (not all states require this)
2. Graduation from a Nursing school and active registration with your nursing board
3. Two years post-registration work experience
4. CGFNS certification or cgfns evaluation (Some require cgfns certificate while some require only evaluation)
5. Security check
6. Social Security number or alien number (not all states)

After meeting up the requirements you can then start your application with cgfns for either certification or evaluation certificate. Upon successful completion you can then apply to the board of nursing. After assessment you will receive ATT to write NCLEX-RN which is valid for 3 month.

It's only in CGFNS Certification program that you write exam and not cgfns evaluation and not all states require cgfns certification. Some write it and IELTS so that they can apply to recruitment agencies for sponsorship though.
