What is the Credentials Evaluation Service Professional Report?

The CGFNS International CES Professional Report provides a detailed analysis of the credentials earned at multiple levels of nursing education received outside the United States according to requirements specific to a state. Nurses use this service for licensure, immigration, and employment purposes. This report meets the specific requirements of individual state boards of nursing. It includes a statement of comparability of an applicant’s education when measured against U.S. standards.

English language proficiency report for CES

There are seven states that require an English language proficiency report to be attached to the CES Professional report. The seven states are: Arkansas, Colorado, Iowa, Michigan New Jersey, Virginia and Wisconsin. The English language proficiency report costs $85, in addition to the standard CES Professional Report fee, regardless of whether you are exempt from taking an English proficiency exam.

If you order a CES Professional Report for a state that requires the English language proficiency report, you should first determine whether you are eligible for exemption from taking an English proficiency examination. To be exempt, you must meet the following criteria:
Entry-level professional education must have occurred in the United Kingdom, Australia, Barbados, Canada (except most of Quebec), Ireland, Jamaica, New Zealand, South Africa, Trinidad & Tobago, the United Kingdom or the United States
English was the language of instruction, and the language of the textbooks

If you do not meet this criteria, you will be required to submit scores from an acceptable English proficiency exam—either the TOEFL iBT or IELTS exam—before your CES Professional Report can be issued to a specific state board of nursing.  English exam scores must be less than two years old, and must be submitted directly to CGFNS International by the testing agency.

Please note: States that do not require the English language proficiency report may still set their own requirements regarding English language proficiency separate from what is included in CES report. If you are planning to apply for licensure with a state board, we recommend that you consult with the board's application materials to determine what proof of English proficiency may be required of you.
