Department of Health (DOH) secretary Paulyn Jean Ubial has issued a memorandum ordering DOH hospitals to stop requiring intravenous therapy training (IVT) in hiring of nurses.

Ubial issued Department Memorandum No. 2016-0457 entitled Strict Compliance to the Professional Regulatory Board of Nursing Resolution No. 38 s. 2016 relative to the Special Training Requirement of Intravenous Therapy for Nurses.

Here’s the full text of the memo:

“It has been observed that Intravenous Therapy (IVT) Training is required and part of the shortlisting criteria in hiring and promotion of nurses in some DOH Hospitals. Similarly, there are still acceptance of nurses volunteers in guise of training for a fee by some DOH Hospitals despite the issuance of DOH DM No. 2011-0238 and DM No. 2011-0262. These are all evidenced by the numerous complaints received by the Office of the Secretary and ExeCom members.

“As such, all DOH Retained Hospitals including the Special and Specialty Hospitals are hereby directed not to require IVT as part of the shortlisting criteria in the recruitment, selection and promotion of nurses. Likewise, all existing In-Service Training Programs shall secure necessary permission/clearance from the Professional Regulation Commission and Board of Nursing (BON). These are consistent with Professional Regulatory Board of Nursing (BON) Resolution No. 38 s. of 2016 (Annex A) and BON Resolution No. 31 s. 2015 (Annex B) in support to RA 9173, also known as Philippine Nursing Act of 2002 and CHED Memorandum 14 s. 2009.

“To ensure effective and efficient implementation of the above issuances, the Office for Field Implementation and Management (OFIM) Cluster or the offices in charge of the different DOH Hospitals shall monitor compliance to the said policies. Thus, all DOH Medical Centers and Hospitals shall submit the list of all In-Service Training Programs offered using the prescribed template (Annex C), and copy of the job posting records to OFIM every end of June and December of each year for tracking and documentation purposes. Likewise, all hospitals are required to register and post all their vacancies for both plantilla items and contract of service/job orders to the DOH e-jobs for Health (ejobs.doh.gov.ph)”
